Nevada, a Sovereign State?
Sex Offenders- Every two and a half minutes, somewhere in America, someone is sexually assaulted. Sexual contact that occurs without the explicit consent of the recipient of the behavior. Such contact can take the form of Harassment, Exposing/flashing, Forcing a person to pose for sexual pictures, Fondling or Unwanted sexual touching or penetration with any object.
More often, however, sexual assault involves psychological coercion and taking advantage of an individual who is under duress or incapacitated and, therefore, incapable of making a decision on his/her own (including under the influence of alcohol, drugs and/or prescription medications).
Persons commit the majority of these crimes with prior record for being a sex offender.
PLAN: Our goal is to enhance public safety by preventing further victimization through improving the management of adult and juvenile sex offenders who are in Elko County. When I ran up the state registry for Elko County registered sex offenders I saw only 41 registered here. Maybe it's me, but I don't buy it!
I will establish local meetings with victim's rights groups, out reach programs, counseling centers, state agencies and local police departments to discuss the needs of Elko County towards rights of victims, notification, enforcement and education. I believe we need to identify all convicted sex offenders in Elko County and make it public knowledge of their home and work locations. We need to have citizens and law enforcement monitoring their activities to assure safety for the community.
I believe we need to conduct in depth background checks on any position an adult holds that influences our children.
