(Special Note: Nearly two months ago I requested for copies of the Sheriffs budget and expenditures for 2007, 2008, 2009 up till the present. Unfortunately we are still awaiting for this information. We will keep you posted as soon as we receive the information.)
The Sheriff's Department has been over budget for the last three years since the current administration has taken over.
The first year the current Sheriff took our advice on evaluating the monies spent on jail food. This saved over $400,000.00. The problem was the savings had to be used to supplement the Sheriffs budget that year to bring him only $165,000.00 over budget. The Sheriff's response was gas prices so I checked. The difference in the cost of gas was only $68,000.00.
The Sheriff's overtime budget has been so mismanaged that the Elko County Commission has required the Sheriff to report monthly on his overtime expenditures. When I check the January 7th, 2010 overtime budget for the Sheriff's patrol, I found that he has already spent 138% of his overtime budget and we still have six months to go.
The Sheriff blames fires as the cause for overtime costs. I personally worked with Forest Service on fires during my career. The Forest Service will reimburse the overtime costs if the process is done PROPERLY.
I believe that the issues concerning overtime can be addressed with current, manpower scheduling use of the Cadet Program, Reserve Program and Posse members.
I saw a recent news release stating that the promotion of three Sergeants and deletion of a fourth corporal position would save the County $5000.00. I'm not a mathematician but removing one position seems to leave a person down. Would you not have to cover that Deputies shift? If so, would you not have to pay a Deputy overtime to do so at 40 hours a week? I will correct blatant mismanagement such as this.
As with most government agencies, most of the funds go for employee's salaries and benefits. These people provide the services for the people and usually account for around 70% of the budgets.
PLAN: I will work with all employees of the Sheriff's Department to insure that all are adequately trained. We will utilize all manpower effectively and have definite goals in mind for all employees. We will insure that all employees are ready to be promoted from within the Department when upgrades are available. We will concentrate on
CRIME ELIMINATION AND CRIME PREVENTION in order to effectively utilize all employees. We will work with the Cadets, Sheriff's Reserve Unit and posse into our work plans. We will work in conjunction with Judges Memeo and Puccinelli in order to be efficient and fair with all employee dealings.
Inter-agencies interaction- Elko City Police department, Carlin Police department, Wendover Police department, Highway Patrol, Nevada Division of Investigation and Tribal Police.
I believe it is very important to maintain a professional working relationship with all State and local agencies, but believe that community groups and leaders must be involved with law enforcement.
IN SUMMARY: WE WILL STRIVE TO INSURE THAT YOU THE ELKO COUNTY TAXPAYERS GET YOUR MONEY'S WORTH.
